Roxanne Wood is our Chief Executive Officer. In this position, Wood leads program management, business strategy, technological integration, campaign strategy, customer engagement, and production of intelligence solutions.
Wood has more than 25 years of experience in technology, strategy and business development across the U.S. Department of Defense and intelligence community with emphasis on Cyber, SIGINT and analytic operations. Prior to her current role as CEO, she held BI&A’s COO position, overseeing and implementing business operations, strategies and policies.
In addition, Wood was BI&A’s director of strategic capture, providing strategies for growth within the MPO market segment, as well as adjacencies such as USCYBERCOM, DIA and other intelligence agencies and has experience in delivering profitable revenue results, building organization talent, market expansion, and developing new product strategies.
Wood holds a Master of Science in Technology Management from University of Maryland, University College and a Bachelor of Science in Computer Science with a minor in mathematics from Towson State University. Additionally, she holds a PMP certification.
Steven Cogdell is our COO reporting directly to our CEO and is located in Annapolis Junction, MD. In this role, Cogdell leads program management and provides strategic leadership and oversight to assigned functional organizations and assists the CEO and Chief Engineer in the development of execution plans and strategies to ensure successful performance of our programs.
Cogdell has more than 30 years of experience working within the Department of Defense and intelligence communities as well as commercial programs. He has served in various roles in program management, operations management, system engineering, test engineering, and enterprise planning. Prior to his current role as COO, he was actively engaged in BI&A’s business development strategies and activities.
Cogdell holds a Master of Science in Engineering Management from George Washington University (GWU) and a Bachelor of Science in Business Management and Finance from Regis University. Additionally, he holds PMP and ITIL certifications.
Patrick Shafer brings more than 20 years of experience in program finance and business operations in federal contracting to BI&A. As acting chief financial officer, Shafer and his team are responsible for managing day-to-day financial transactions, contracts and risk mitigation, supplier management, financial reporting, and proposal pricing and coordination. He has served in multiple roles during his career overseeing reporting, financial strategy and pricing. Shafer has a bachelor’s degree in economics from the University of Maryland.
Bill ‘Murf’ Murphy is our Engineering Manager reporting directly to our CEO and located in our Annapolis Junction, MD facility. As Engineering Manager, Murf is charged with the oversight and growth of our highly talented engineers and analysts to tailor leadership performance, training, and strategy roadmaps for our employees.
Murf began his career in the US Air Force as Supply/Logistics Specialist in 1989 and cross trained to become a Special Agent for the Air Force Office of Special Investigations in 1998. Prior to joining the Boeing team in 2007, Murf worked at a senior counterintelligence analyst for the Naval Office of Criminal Investigations (NCIS) and as a senior counterterrorism analyst for the Defense Intelligence Agency (DIA). Murf was one of the original TAC System Specialists and primarily supported DIA and FBI as well as some part time work with State Department, and Department of Treasury. In February of 2021, Murf transitioned to the BI&A Business Development team and has supported pursuits for DIA, US Army and other civilian government agencies. Murf also supported in getting our Open-Source Intelligence (OSINT) Ecosystem and Malware Intelligence Platform up and running in our i3 Lab. Murf holds a Master’s Certificate in Strategic Intelligence Management and a BS in Criminal Justice from University of Maryland University College (now Global Campus) and AAS in Criminal Justice from the Community College of the Air Force.
Cynthia Stacey is our Human Resource Lead responsible for all aspects of human resource management and operations for BI&A. Cynthia oversees all facets from design to implementation of the Human resource department to include recruitment, total rewards and, employee relations. She has over 15 years of experience in human resources. Cynthia holds a master’s degree in Human Resource Management from University of Maryland Global Campus and holds a Society for Human Resources Senior Certified professional certification (SHRM-SCP).
